Commanding Inward Processing Relief in 3 Countries

A leading chemical manufacturing company specialising in lubricants encountered significant operational challenges managing Inward Processing Relief (IPR) requirements across three different EU member states —Poland, the UK, and Belgium. With the sudden departure of two key import / export team members, the company found itself in urgent need of expertise to efficiently manage its IPR activities and ensure compliance with customs regulations. DOJÖ (now part of Customs Support Group) stepped in to take complete charge of the IPR management process, encompassing a range of responsibilities from formalities of placement to stock record keeping and regular interactions with customs authorities.

Commanding Inward Processing Relief in 3 Countries

Complex Multi-Jurisdictional IPR Management and Compliance Risks

The complexity of IPR management, particularly across multiple jurisdictions, requires a sophisticated understanding of customs regulations and a meticulous approach to documentation and record-keeping. The company’s operational hurdles were compounded by resource limitations, leaving it at risk of non-compliance and unable to capitalise on potential savings from IPR. Recognising the critical nature of these challenges, Customs Support Group was engaged to overhaul the IPR management process, bringing its deep expertise in customs and trade compliance to the fore.

Rapid Deployment and Process Optimisation for IPR Management

CSG’s Advisory Team’s intervention started with a swift and strategic deployment phase, completed within an ambitious three-week timeline. The initial step involved establishing Standard Operating Procedures (SOPs) and Key Performance Indicators (KPIs) to ensure clarity, efficiency, and accountability in the IPR management process. CSG also implemented robust backup systems to safeguard against any potential disruptions.

Throughout the deployment phase, CSG’s team identified and eliminated numerous bottlenecks, streamlined existing processes, and introduced significant enhancements to the company’s ERP system for better stock record management. A monthly dashboard was set up to provide the company’s management with visibility into monthly savings and to monitor all relevant events closely.

Driving Compliance, Efficiency, and Significant Cost Savings Through IPR Optimisation

CSG’s comprehensive management of the company’s IPR activities led to several transformative outcomes:

The establishment of a seamless and efficient process for managing IPR activities across Poland, the UK, and Belgium, significantly reducing the risk of non-compliance and streamlining interactions with customs authorities.

The creation of detailed SOPs and KPIs, along with a reliable backup system, ensured a high level of operational resilience and efficiency.

Simplification of processes and enhancements to the ERP system facilitated better stock management and compliance with customs requirements.

The introduction of a monthly dashboard provided the company’s management with a clear view of monthly savings and operational performance, enhancing strategic decision-making.

As a direct result of CSG’s optimised management approach, the company was able to place an additional range of products under IPR, realising savings of over €500,000 in the first year. Additionally, CSG navigated the process adaptation required to comply with the “no drawback” rule effectively.

CSG’s proactive engagement with customs authorities, including handling customs authorisation adaptation and coordinating on-site visits, further solidified the company’s compliance posture and operational efficiency.
