Key Safety Measures for Working in Confined Spaces
Precautions for a Safe Work Environment in Confined Spaces
The Working Conditions Decree in The Netherlands mandates safety precautions for confined spaces. Part of these precautions includes the RI&E (Risk Inventory and Evaluation). With an RI&E, the employer identifies all occupational risks—both visible and invisible—within the company.
Exposure to Hazardous Substances
The RI&E must investigate risks such as suffocation, intoxication, poisoning, fire, or explosion (‘VBVB-onderzoek’). Employers must assess exposure to hazardous substances, including CMR substances (carcinogenic, mutagenic, and reprotoxic). Specific regulations apply to carcinogenic and mutagenic substances, some of which may be banned or restricted.
Fewer Container Gas Measurements
Random container measurements are allowed if a unique container flow has been thoroughly investigated and poses no health risks. This approach can save time and costs significantly.
Container Risk Analysis
The container flow is first classified based on product, supplier, and origin. A measurement history is established, and once the necessary number of measurements is completed, a risk analysis is performed. Customised advice is then provided based on the risk analysis.
